ABSTRACT
Forest and land degradation is having a severe impact on rural communities in Indonesia. This degradationcauses land slides, erosion and sedimentation, loss of biodiversity, and a marked decrease in national income from forest timber. The Central Lampung Regency is one district where levels of land deforestation and degradation have increased significantly. In order to establish sustainable forestry, the government has arranged a concept of development of forest management unit called Kesatuan Pengelolaan Hutan (KPH). Based on this concept, forest areas will be divided into small managemet units, so that sustainability issues can be managed more effectively. With this goal in mind, the aims of this study were: (1) to identify the general condition and problems of KPH model Way Terusan Register 47, and (2) to analyze a concept of development of KPH Model Way Terusan Register 47. Qualitative descriptive analysis was applied to data gathered using survey methods. The results show that the KPH Model Way Terusan has had a good concept related the development of KPH Model that consists of short-term (1-5 years) and long-term (6-20 years) plans. However, there are some institutional and social issues that should be addressed to facilitate implementation. Institutional issues include the interelatedness of stakeholders,rules of guide line, organizations, funding, and human resources. The social issues to consider are land occupation by communities and the different plant commodities which will be developed in that KPH area. In realizing this KPH will involve finding solutions to these institutional and social issues, synchronizing perceptions of what a KPH is, and socialising the many related stakeholders to the KPH concept.
